Muhadarat al-Udabaa' by al-Raghib al-Asfahani, Vol. 4, pg. 137:

وقال بعض عوام الناصبة معاوية ليس بمخلوق، فقيل: كيف؟ قال: لأنه ‌كاتب ‌الوحي والوحي ليس بمخلوق وكاتبه منه.

And some of the common people among the nawasib said: “Mu‘awiya is not created.”
It was asked: “How so?”
He replied: “Because he was the scribe of revelation, and revelation is not created, and its scribe is part of it.”
